Limit discount code usage per person

I would like to make sure that a discount code can be used only once per person.
Maybe by limiting the use of a coupon only once for each email address?

As of today there is no way for an admin to restrict how many times a discount code can be used by a single contact. Even with ticket limits if I set it to 2 people can buy more than 2 by doing multiple transactions which defeats the whole purpose

How has this not been prioritized for over 2 years?

This is an absolute must for us for memberships. They get certain benefits that can only be used a certain amount of times. There is not currently a way to manage this without manual QA.
